You have probably read that Indian passport holders can now get two-year and five-year Schengen visas under the EU’s “cascade” regime. That is true, and it may not apply to you. The European Commission’s rule is written for Indian nationals residing in India who apply in India. If you live in Dubai, a different set of rules decides how long your visa lasts — and this guide explains which rules those are, and how to get the longest visa available to you.

Do you need a Schengen visa?

Yes. Indian passport holders need a Schengen visa regardless of how long they have lived in the UAE, what other visas they hold, or how many times they have travelled before. Your UAE residence does not exempt you. What it does is let you apply here rather than returning to India.

The India cascade regime, and its catch

On 18 April 2024 the European Commission adopted rules on issuing multiple-entry visas to Indian nationals that are more favourable than the standard Visa Code. Under them, an Indian national who has obtained and lawfully used two visas within the previous three years can be issued a multi-entry visa valid for two years, normally followed by a five-year visa if the passport has enough validity left. During that period, holders have travel rights equivalent to visa-free nationals.

That is genuinely significant, and it has been covered widely in Indian media. Now read the Commission’s own description of who it covers:

The EU’s statement describes the cascade regime as applying to Indian nationals residing in India who apply for Schengen short-stay visas in India. That residence and application condition appears in the European Commission’s announcement, in the EU Delegation to India’s statement, and in the professional advisories that followed. It is not a detail buried in an annex — it is in the first sentence.

Read plainly, an Indian national resident in Dubai, applying at a consulate in the UAE, is outside the scope of that specific regime.

This is worth knowing before you build an application around it. We have seen UAE residents assume the five-year visa is theirs by nationality, list it as the reason for their application, and be surprised by a single-entry visa.

What applies to you instead

You are not shut out of long visas. You fall under the standard multiple-entry rules in the Visa Code, which also work as a ladder based on travel history, just a slower one.

Broadly, the Visa Code provides for multiple-entry visas of increasing validity as an applicant builds a record of obtaining and lawfully using previous visas, provided the person’s integrity and reliability is established and there is no doubt about their intention to leave before the visa expires.

The practical points are the same either way:

  • Previous Schengen visas matter. Keep old passports, and submit copies of previous visas and entry stamps.
  • “Lawfully used” means you actually travelled and did not overstay. Visas obtained and never used do not build a record, and an overstay damages it.
  • Passport validity caps everything. A consulate cannot issue a five-year visa on a passport expiring in two. If yours is running down, renewing it first is the single highest-value thing you can do.
  • The fee is the same. €90 buys a single-entry or a five-year multiple-entry visa. You are not charged more for the longer one, so there is no reason not to be considered for it.

Which UAE consulates grant multiple entry most often

The European Commission publishes what each consulate actually did. Of the visas issued in the UAE in 2025, 55.5% were multiple-entry, and the variation between consulates is large.

Germany’s Dubai consulate granted multiple entry on 85% of the visas it issued — the highest of any busy mission in the country. Spain’s Abu Dhabi consulate granted it on 37%.

How to actually get a long visa

Consulates do not generally hand out multiple-entry visas to applicants who have not asked for one and not evidenced why they need it. Four things help.

1. Ask for it on the form

The application form has a field for the number of entries requested. Select multiple entry and state the validity you are seeking. It costs nothing and an unasked question is rarely answered.

2. Put your travel history in front of them

Copies of previous Schengen visas, entry and exit stamps, and old passports. If your record lives across two passports, submit both. Under the Entry/Exit System, your compliance is now recorded digitally at the border, which cuts both ways: a clean record is verifiable, and so is an overstay.

3. Explain why you need it

A sentence in your cover letter is enough: you travel to Europe once or twice a year for work or to visit family, you have held and complied with two previous Schengen visas, and you are requesting a multiple-entry visa on that basis.

4. Renew your passport if it is running short

Validity is a hard ceiling. Consulates cannot issue beyond your passport, so a two-year passport means a two-year visa at best.

Documents for Indian applicants in the UAE

Your file is the standard UAE file, not an Indian one. This trips people up, because guides written for applicants in India ask for documents that are irrelevant here.

  • You do not normally need Indian income tax returns. Your financial evidence is your UAE salary certificate, UAE bank statements and employer letter, because that is where you live and earn.
  • Your UAE residence visa must be valid, usually well beyond your return date. Renew it before applying if it is close.
  • Your Emirates ID goes in the file alongside your passport.
  • Property or family ties in India can support the picture but do not replace UAE ties. The consulate is asking whether you will return to the UAE.

ETIAS does not apply to you

ETIAS is a travel authorisation for people who travel to Europe without a visa. Indian passport holders need a Schengen visa, so ETIAS is not something you apply for and it does not replace anything. Ignore any site offering to process an ETIAS for an Indian passport.

Questions people ask

Can Indians in Dubai get the 5-year Schengen visa?

The EU’s cascade regime that creates the two-year and five-year route is described by the Commission as applying to Indian nationals residing in India who apply in India. UAE residents fall under the standard Visa Code multiple-entry rules instead, which also lead to longer visas but through the general route. Ask your destination consulate directly about your own case.

Do I need Indian income tax returns for a Schengen visa from Dubai?

Generally no. Your financial evidence is your UAE documents: salary certificate, UAE bank statements and employer letter. Follow your consulate’s checklist for UAE applicants, not guides written for applicants in India.

How do I get a multiple-entry visa instead of single entry?

Request it on the application form, submit copies of previous Schengen visas and entry stamps, explain in your cover letter why you travel repeatedly, and make sure your passport has enough validity left.

Does my previous Schengen visa from India count?

Previous visas and compliant travel form your record regardless of where they were issued. Submit copies, including from older passports.

Do Indian passport holders need ETIAS?

No. ETIAS is for visa-exempt nationalities. Indian nationals need a Schengen visa.

Is the refusal rate higher for Indians applying from the UAE?

The Commission publishes outcomes by consulate rather than by nationality, so there is no published figure for Indian applicants specifically. Across all nationalities, 23.9% of applications filed in the UAE in 2025 did not result in a visa, against 14.6% worldwide.
